Local Law 35 of 2016 (construction of the law, ratifying analysis and doctrines of three seminal cases)
The law makes clear that courts are to develop an independent body of jurisdiction that is maximally protective of civil rights in all circumstances, that a goal of the City Human Rights Law is to maximize deterrence, and that exemptions from and exceptions to the law are to be interpreted narrowly. The law embraces the analysis and doctrines of three seminal cases: Williams, Bennett, and Albunio.
